His Excellency Humaid Mohammed Obaid Al Qatami
Director General of the Dubai Health Authority
His Excellency Humaid Mohamed Obaid Al Qutami was appointed as a Chairman of the Board and Director General of Dubai Health Authority in May 2015.
He was the UAE Minister of Education from 2009 until 2014. He also served as the UAE Minister of Health from 2006 until 2009.
His Excellency holds a Master Degree in Administration (1985) from Western Michigan University, USA.
During his career path, he held many leadership positions in the public and private sectors and assumed the chairmanship of the boards of directors of various governmental and private institutions in various sectors.
Al Qutami was the chairperson of many government authorities and institutions including the Federal Authority for Government Human Resources and the Board of Directors of the Emirates Transport (Emirates General Transport and Services Corporation).
He also served as a chairperson of several boards of directors of a number of academic institutions including universities, institutes and colleges, both public and private.
Al Qutami works as the Chairman of the Board of Trustees of the Mohammed bin Rashid School of Government. He is also a member of the Board of Trustees of the Mohammed bin Rashid University of Medicine and Health Sciences, as well as a member of the Abu Dhabi University Board of Trustees. He was the Director General of the Emirates Institute for Banking and Financial Studies (1991 -2006). He also served as a member of the advisory board of the UAE University, and the board of directors at George Mason University, Ras Al Khaimah, UAE.
He has also served on several committees at the regional and global levels, where he received the membership of several councils, committees and executive offices at the Gulf Cooperation Council countries, and the membership at the Executive Council of the Arab Administrative Development Organization.
Mr. Humaid Al Qutami has contributed to the promotion and consolidation of the voluntary movement in the UAE through his many responsibilities in the voluntary sector. He contributed to the establishment of several volunteer associations as a chairperson of the Board of Directors of the Environment Friends Society, Sharjah Award for Voluntary Work and Emirates Volunteers Association.
He participated in a large number of national, regional and international conferences and presented a number of papers and lectures. He also served as a certified trainer and lecturer at the Union of Arab Banks, the Institute of Administrative Development and the Emirates Institute for Banking and Financial Studies.

His Excellency Nasser Khalifa Al Budoor
Assistant Undersecretary and Director of Dubai Medical District , Ministry of Health
Nasser Khalifa AlBudoor is the Director of the Foreign Relations and International Health Department, Director of the Minister of Health Office, Member of the Executive Board of the Health Ministers' Council for Cooperation Council States, and the person in charge for Medical Tourism in the UAE. He is a public health leader who has been actively involved in promoting Medical Tourism in the UAE since 1995. He is also a member of the UAE National Olympic Committee, the Vice-Chairman of the Board of Trustees of the Noor Dubai Foundation, and Secretary General for the UAE Federation of Boxing and Judo. Al Budoor is also a Board Member of Emirates Co-op and the Dubai Cooperation for Ambulance Services.
Mr. Al-Budoor has over 25 years of experience in public health issues, international health, healthcare economics, health policy, health legislation changes, health promotion and diseases prevention, health management development, as well as building collaboration between international and national public health agencies.
In addition to his role in the Ministry of Health, he has been in charge of Medical Tourism and actively involved in promoting it since 1995 in the UAE. In this regard, he has been a keynote speaker at several occasions about Medical Tourism and its potential impact of evidence-based standards on benefits for enrollees and health economics in the UAE.
AlBudoor had written many exclusive reports expressing the strength and weakness in Medical Tourism comparing different countries and different institutes. His writing is considered as international reference in this area.

Major General Obaid Muhair bin Suroor
Director General of the General Directorate of Residency and Foreigners Affairs in Dubai
Major General Obaid Muhair bin Suroor graduated from the Dubai Police Academy in 1991
with a Bachelor of Law and a Diploma in Police Science. Since then, he has held several
positions within the Dubai Police. In 2007, he was appointed Deputy Director General of
the General Directorate of Residency and Foreigners Affairs in Dubai.
Major General Obaid later became a member of the Supreme Committee for Security
and Justice in the Emirate of Dubai. He serves as Chairman of the Permanent Committee
for Labor Affairs in Dubai, Chairman of the Taqdeer Awards and Chairman of the
International Working Group for Migration Administrations.
Throughout his career, Major General Obaid has received several awards and medals,
including the Dubai Government Excellence Program Awards, the Distinguished Service
Medal, and the Loyal Service Medal.

Mr. Ahmad Yousuf Habib Al Yousuf

Ahmad Al Yousuf is currently the CEO of Al-Yousuf Group. He has a Bachelor Degree in Administration major in Marketing. Ahmad graduated from Webster University in St. Louis Missouri, May 1986 and joined his father’s firm on the very same year. He was appointed in 1986 as Deputy Chairman (Commercial), and 2005 as Chief Executive Officer.
In 2005 Ahmad became Chief Executive Officer of Al Yousuf L.L.C; a company that for more than 60 years has grown into a multi-million Dirham conglomerate covering operations ranging from motor vehicles, boat manufacturing, auto rental, real estate development, home electrical appliances, computer operating systems, electronics and transportation including taxi businesses. He became CEO taking full responsibility of the Real Estate portfolio of the group.
Apart from his executive position at Al Yousuf LLC, he is Member of the Board of Dubai Refreshments Co. (PEPSI), Gulf General Investments Co. (G.G.I.C.O), Sharjah Group, and Gulf Livestock Company in Ras Al Khaimah, Member of Juvenile Welfare Society and Member of Dubai Shopping Festival Committee (1996-1998).

Mr Sherif Beshara is a leader with vast experience in the legal industry. With a master's degree in International Law, Mr Beshara's career spans over a decade with tenures as a legal counsel, chairman, and most recently, Group CEO of Mohamed & Obaid AlMulla Group of Companies. His experience covers various fields, including finance, aviation, and corporate, with responsibilities that include advising CEOs and counselling on airline matters, major JV projects, and uninsured litigations.
Mr Beshara ranked among Forbes's Top 100 Healthcare Leaders in 2023 and 2022, Forbes' Top CEOs of the Middle East 2021, 2022 and 2023 and Top 10 in the Arabian Business Dubai 100: Meet the 100 People You Need to Know in the Emirate in 2024.
Also, Mr Beshara was a Legal 500 Middle East member from 2016 to 2017.
As Group CEO, Mr Beshara oversees the entire Mohamed & Obaid AlMulla Group portfolio, leading the change across the group's diverse functions. He guides the group's vision and develops and spearheads internal audit and corporate compliance programs. He also participates in formulating general management policy as an executive management team member.

Professor Maha Taysir Barakat
Assistant Minister for Health and Life Sciences, Ministry of Foreign Affairs

Professor Maha Taysir Barakat is Assistant Minister for Health and Life Sciences in the UAE Ministry of Foreign Affairs, Co-Chair of the Emirates Drug Establishment, and also serves as the Director General of the Frontline Heroes Office in the UAE.
She is the former Chair of the UNOPS-hosted agency the RBM Partnership to End Malaria, has held the post of Director General of the Health Authority Abu Dhabi 2013-2018, and was Co-Founder, Medical & Research Director and Consultant Endocrinologist at the Imperial College London Diabetes Centre (ICLDC) in Abu Dhabi.
As part of her role within the Health Authority, in addition to the fight against lifestyle-related disease, Professor Barakat has supported several public health eradication campaigns against communicable disease both within the UAE and internationally, including Africa and the Indian subcontinent.

Dr. Manal Omran Taryam
CEO and Board Member Noor Dubai Foundation
Dr. Manal Omran Taryam, is the CEO of Primary Health Care Service Sector, one of four main sectors at the Dubai Health Care Authority. The Sector is responsible for the planning and operation of all primary care services across the Emirate of Dubai, making the largest accredited network globally by the Joint Commission for International Accreditation for Healthcare Facilities. The primary care offers health and wellness services including Family medicine, Child health, Women Health, Elderly Health, School Health, Mental Health, Community and Preventive Medicine as well as Dentistry.
Dr. Taryam holds an MBBS from Dubai Medical College and the German board for medical specialization in Ophthalmology from Germany; she also holds a Fellowship degree in Retinal Surgery from the University of Cologne.
She currently serves as CEO and on the board of Trustee of the Noor Dubai Foundation, an NGO active in the field of blindness prevention, part of the Mohamed Bin Rashid Global Initiatives. The foundation contributed to helping over 27 million individuals around the world, providing preventive, therapeutic and educational training programs in underdeveloped countries to help the eradication of blinding diseases and improve the infrastructure for sustainable eye care programs. Under her leadership, the foundation earned the membership of the International Agency for Prevention of Blindness and three international certifications by ISO.
She also serves on the board of the Dubai Medical Strategy overseeing 15 programs part of the Dubai Health Authority reform strategy, in addition to the board for smart transformation at the authority, which resulted in awarding the Primary Health care service sector level 6 at HIMSS (Healthcare information and management system society) staging, through the facilitation of adaptation of smart services such as the EMR, Telehealth, Robotics and the IoT technology.
She is heading the healthcare and rehabilitation taskforce at the Dubai Disability strategy aiming to make the Emirate of Dubai disability friendly by 2021.
Most recently, Dr. Taryam led the sector into achieving the ACI making Dubai Health Authority the first primary care sector to achieve Diamond accreditation from the first survey. The teams also worked on improving service delivery to achieve eight international certifications by ISO.
Dr. Taryam is the recipient of many awards; she is twice the recipient of the Sheikh Rashid Award for Academic Excellence once in 1997 and in 2008. She is twice the recipient of the Dubai Government Excellence Award; categories included the Distinguished Female Employee in 2006 and joint venture category, for leading 3 teams of different authorities in 2016 to implement CSR and community programs. She also recipient of the L’officiel Arab Woman Award in 2012, and the LinkedIn power profile in 2016 and the Health Award in 2017.
